I am considering applying in Jan 2017, hoping to sponsor my parents (2 people). My income as follow
2013: 20k (because i was student and only worked four months in the summer. But annulized 50k salary)
2014: 60k
2015: 60k+
2016 60k+ (wont be able to provide Printout C or NOA before Jan 2017. I can provide pay stub)
I think in order to sponsor 2 parents, i would need 40K ish. Now 2013 seems low. But is it worth trying to apply?? I don't want to wait til Jan 2018....

It doesn't matter. If you are applying in 2017 - only your income from 2013, 2014 and 2015 matters.
You can spin this any way you like, however you don't meet the requirements to apply in 2017. You'll need to wait until 2018 to apply. If you apply early, your application will be refused.
To reinforce what's already been said, you don't qualify so don't bother applying until January 2018. It's very clearly stated that CIC only accepts official tax returns as proof of income, not pay stubs. Also reasons for not meeting LICO are irrelevant. If you are even $1 short in any required year then no matter the reason the app will be rejected with no exceptions.
If you try applying in 2017 your app is guaranteed to be rejected.
