Is a sponsor only able to login to ECAS after a SA? Or it just depends on a number of factors

You can only log in with a file number, UCI number so if you have these you can. UCI number is given when you receive SA.

Yes I could only log in after I received SA letter took about a week for that to come Some people get SA by email mine came by mail.

We'll know in the Sa letter or email to where the application is being processed? We are assuming Mexico but have seen Mississauga keeps some to process aswell.

Yes, your SA letter will confirm which visa office (VO) will handle your file.

You get the UCI number with your AOR, the same information is repeated on the SA letter.
I received AOR on Feb 21, received SA on March 6.
I logged into ACAS on March 5 using the UCI and could see the application has been received. Even though we now have SA, ecas has not been updated (it gets updated on Tuesdays) so still shows application received. I assume if I log in after next Tuesday it will say SA on ecas.
