I got my degree in June 2012, my OCWP was still valid until September
I got my full time job (NOC 1211) in August 2012
I received my PGWP in October 2012
In this situation, when could i submit the PR application ? after Aug 2013 or Oct 2013

October. Dont apply before it .
Its good new rules are clear...My application still fall under old rule where degree date is
consider. Even though i submitted the letter that says degree requirement is done on 20th may but it also says degree is
officially confer in november convocation. I know CEC will reject it on basis on degree confer date
it will be most stupid thing
Any period of employment during which the applicant was engaged in full-time study will not be included in calculating the period of qualifying work experience (e.g. work experience gained through co-op work permits, off-campus work permits while a full-time student, and on-campus work permits
Off Campus while a full time student means if you are working on off campus after graduation it will count.
So any work done after graduation 90 days in between getting PGWP will count under CEC.
I confirmed it from cic customer service 3 times and they confirmed it from visa officer.

if you have surrendered Off campus wp in between 90 days after graduation go and apply as only 3 month experiance will count not more thn tht.
