Question about immigration Process and duration

Hello everyone i'm writing on the behalf of my brother's friend regarding the process of Canada immigration since i'm a member of visa journey currently in the process of US Fiancee Visa my interview has been done i'm from Pakistan my Question is he has done his Masters and he has work experience as well and plus he is married and he is willing to do IELTS so how many points are needed in order to qualify for immgration how long does it it and what sort of documents needed if you could give me a checklist for the list of documents i will be more than happy and will be thankful for this favor thanks in advance

1. First of all he requires 67 points and if he doesn't have a job offer in Canada, he must have at least 1 years experience in the list of "29" occupations. http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list
2. He can determine his points from the evaluation. http://www.cic.gc.ca/english/immigrate/skilled/apply-who.asp

hello friends...i have some queries so i m here to ask u.. first of all..let me tell u..i just got ma IETLS result in ma hands fews days before..i got 6 bands. as i heard... if i want to go under spp programe then i'll need 6.5 half bands..is it true? i want to apply for month - may semistr in PG dimploma course. so am i able to apply for dis course ??

2ndly i have complited ma B.E frm reputed college in june-july 2011. but i got 2 subject back so i couldn't applied for fall jan 2011. now i had just given exam. result is on held..so can i apply frm now ?
