1. Yes - you need to provide PCCs for your wife. Even though your wife is non-accompanying, she must provide PCCs in order for your PR visa to be approved.

Yes, one cannot acquire multiple passports in my country. If someone wants to make a regular passport then s/he needs to quit the govt job first and then apply for a new one. btw, do you know if passport is mandatory for non-accompanying member like child under age 18 ? I mean do i need my baby's passport if he is not accompanying ?
