Hi,
My mother was mentioned as a non-accompanying member in my application to CIO.
Do i need to collect police certificate for my mother.
I have collected for myself & wife.
Please advice.

No need.
PCC is required only for those who are included for PR.

You do not need PCC for your mother.
BTW did you mention your mother as family member in Application for Premanent Residence (IM008) or in Additional Family Information form (IMM 5406).

You need to submit police certificates for the main applicant and all dependants only. You must have mentioned your mother as your family member, I assume. Because if you want to bring your mother to Canada as a permanent resident, first you must become permanent resident and then you need to sponsor her.
I did mention my mother as a non-accompanying Family member in the application
There are two places to put your family members. One is in Premanent Residence (IM008) where you define you familymembers which you can include with our self in PR application. Family for such purpose is defined as
A common-law partner
Dependent children
Dependent child of a dependent child

Then there is Additional Family Information form (IMM 5406) where you mention about father, mother, brother, sister other then family mentioned above. You do not need PCC for members mentioned in IM008 only who are above 18 years of age ( in some case 16 years)
