Query regarding Letter of Explanation

Hi guys,

In my document checklist, I do not see a place to upload Letter of Explanation. In another thread, it states that LoE is a document that can be uploaded. I have many points that I want to clarify about. But there is no separate section for this document.
Is it changed recently ? What are our options ?

Log out and back in.
Use different browser.
Incognito mode.
Clear cache.

Thanks. I have tried many things - different browsers, incognito mode etc. But it still doesn't show it.
Is it a technical issue with the web-app ? Have others faced it as well ?
