The Letter of Explanation section is usually there for you to upload a document to explain away any discrepancies on your profile that you may have, or for you to pre-emptively allay some doubts the VO may have- for instance, if you answered Yes to a Statutory Question, if you haven't secured the exact documents requested, and want to explain why you are using the ones you are instead, and want to establish their legitimacy, if you want to explain anything at all about your application, really- you use this section. Basically it's to add supplementary information that may help the VO in processing your application.

It does not have to be notarized nor an affidavit. You are free to list any additional qualifications, if you think they will help your case. As I said, anything that you think might help your application can safely go in here. If nothing else, treat it as a (politely worded) cover letter- your VO will greatly appreciate that!
