I honestly think they wouldn't send pre-arrival services message if they didn't make a decision. So you're decision is probably 'made', it just didn't show yet, generally a matter of days. (in my case hours)...but you know ...holidays

you will find month wise threads in express entry forum for passport tracking. You can use that thread to guesstimate timings. For people that sent passports in Nov 2017, received passports back in 4-5 weeks.

Some people get it long before DM or PPR or sometimes multiple times!!! But could it be the other way around? I mean getting PPR without any pre arrival email?
A question for those who received passport request, did they mention a minimum validity for your passports? I mean, did they require your passports to be valid for at least a certain period?

I received my pre arrival services email with the medical report email and both cam eon 16th of November. How could they have made decision without getting my medical results back. I think this email is like an optional check box. Some officers check that box with medical result email, some click it when the Decision is made and some only check it once the PPR is sent. It has no significant value as such. So i would say, don't hold your breath. But Good luck and may the new year bring good news for all 2016 applicant.
