Literally there is no ETA on when your Medical Request will be, and it really depends on many factors that no one can give you a specific answer on this. That said, I would suggest you stay tuned and wait, and you'll get it eventually

Am I allowed to move and work in another province while waiting for the PR? I have my post graduation work permit.

Definitely NO though you can work in other countries; but in Quebec ONLY if you're in Canada.
