Theoretically, you are right but check applicants through Paris VO which has 17 months processing time,, comparing to 15 months in Ottawa. Definitely, Manila is faster with 10 months ..

Any score below B2 won't give you any points for the French. You can still get your CSQ (for the regular selection grid) without any French's scores as long as you have the required points, hypothetically speaking, however, it is recommended that you show them that you are making some effort to learn French.

I don't even understand why people want to move to Québec if they have no knowledge of French and are not willing to do anything about it. I have been living here for 2 years and I am telling you this: Québec is francophone. If you want to be a functional member of society, you HAVE TO be able to speak French here. There is no way around it. Even though I got C1 levels for both sections, I am still struggling to make myself understood at all times in my working environment. And that is a huge disadvantage. On top of that, a lot of Québecois are very opinionated when it comes to language - they HATE Anglophones and they make you feel that.
So if you have never lived and worked here (and no, I am not talking about visiting as a tourist - that's a whole different thing), think twice about what you are getting yourself in to. If you are only learning French in order to meet the requirements, forget about it. You will not be happy here. If you are fluent in English and this is the language you are most comfortable with, do yourself a favour and move to another province. I am not trying to be mean here. I am merely giving you an honest advice as someone who has lived in BC, Ontario and now Québec for several years. You will have way more opportunities in a place where you have no language barrier, trust me.

I agree with you in general. You need French to experience life to the full extent of it, and to enhance your job's opportunities. However, you yourself said that obtaining good score in French is not enough, and I am guessing you still learn French after you got your CSQ for your job. This could apply to anyone eager to move to Quebec. At the end, Quebec is a beautiful province and it is worth it to make the effort to live in it and to respect its culture.

Think twice before you move, French is very important here... I met with many people who are struggling for years due to the language barrier and worst of all is they don't make any effort to learn and improve ... One of the main reasons we chose QC is that we all speak French fluently which makes it easier and faster to Integrate ..
