Hello everyone! I have a question I posted in Quebec immigration forum, but I thought it might also be appropriate to post it here as well..!
My friend applied for the PR in October 2024 using the CSQ that she obtained when her mother applied for her CSQ (she was a dependent during that time and now is in an adult age). The CSQ was delivered on June 2023 and will expire on June 2025. The CSQ has my friend's name, and the expiration date as well.
Today, she got an email from CIO Sydney saying that the application does not meet the requirement of R 10 of IRPA (i.e. "You must provide the Certificat(s) de Selection du Quebec (CSQ) issued to you by the Province of Quebec"), and that since it is considered incomplete it is returned to her with the processing fee.. However, in her application, she included CSQ..! I helped her filling out the forms together, and we are now very confused what is going on.. Does anyone know possible reason this could happen? Please help us..! Thanks!
I dont know about your specific case, but I've seen countless people in facebook having similar issues: IRCC returning their application for missing files or forms even though they did indeed provide said files or forms.

Thank you for your reply.. Do you know how they deal with this issue? should I re-apply or is there a way to contact the immigration officer to explain that he included the CSQ? He got an email and replied to that email but not sure if that is the proper way to do..!

I pasted the email below..! It seems that they just returned the application with the fee (which we did not get it yet)..! There was no application number too :S MaybeI should re-submit the application with explanation letter that CSQ is included..!

The following refers to your Application for Permanent Residence in Canada under the Quebec Skilled Worker Program (QSW).
A review of your application indicates you do not meet the requirement of the instructions with respect to the completion of your application or, the requirements of Regulation (R) 10 of the Immigration and Refugee Protection Act (IRPA) because the following item(s) are missing:
· You must provide the Certificat(s) de Sélection du Québec (CSQ) issued to you by the Province of Quebec
Regulation (12) of IRPA states: “If the requirements of sections 10 and 11 are not met, the application and all documents submitted in support of the application shall be returned to the applicant.”
As your application does not meet the requirements of R 10 of IRPA, it is considered incomplete and is being returned to you along with your processing fee. A copy of your application has not been retained.

It is quite complicated but if your CSQ was issued as a dependant of a family application then you can't use it as an adult standalone application as it is linked to your mom as a skilled worker/student (depending on the stream). Your mom should have filed the PR application with you as a dependant then the CSQ would have been accepted. Also as you are now 22 you would have to apply for your own CSQ.

Personnellement, mon dossier a été soumis à mars 2023 et j'ai reçu l'accusé de réception à avril 2023. Actuellement, j'attends l'examen médical, qui a été demandé en octobre 2023, et la décision finale est toujours en attente.
N'hésitez pas à poser vos questions, je ferai de mon mieux pour y répondre de manière subjective et aider la communauté.
I think it's mainly because they currently process people who received Portal 2 (P2) in Oct-Dec 2024, and there are not many people on the forum (in Quebec-related topics) who got P2s during that period.
I got P2 at the beginning of Jan 2025 and there are 4-5 more people like me, but I think, that at the current pace, I'll receive eCopr in mid-late Feb 2025.

Thank you for letting me know. If I understood your comment correctly, the CSQ that I got through my mom is not valid anymore when I become an adult age and want to apply for PR right?

Correct, as it is linked to your mom as principle applicant as the CSQ number is the same for everyone in the family application. As an adult you now have to meet the full requirements for whichever stream you apply for ie: work experience, French language, being employed in certain teer etc. If you have been in Quebec for a while and your education has been in French then you may meet the requirements of the student streams. I would suggest talking to an immigration lawyer to see your specific options and sometimes there are ways that are not commonly known.

I noticed that on Nov 04, 2024, the status was 'Reviewing Additional Documents.' During this stage, do applicants receive any notification, or is it just a profile update? Also, how long does it typically take for IRCC to review additional documents?
Maybe this is an obvious question, but what does the AOR look like?
I have received an email (including my UCI and application No) from the IRCC saying in the email text
"This confirms that your application for permanent residence in Canada has been received by Immigration, Refugees and Citizenship Canada (IRCC) on 2024/12/30."
Is this the AOR? no official PDF document and nothing saying "Acknowledgment of receipt"?
I also got the Biometric Letter request on the same day.
