For Quebec immigration, they have mentioned that "original transcripts of all degrees must be submitted in University sealed envelopes"

do we need to submit all original transcripts?

I am pursuing my PhD in Dublin Ireland. Can I submit transcript attested by University head?

I will appreciate your answers.

do we need to submit all original transcripts? - No. Only notarized.

Yes you can do that if you want to. It would be more good but you still have the option to submit the notarized copies of your documents. I hope that helps.
