lol its funny rigth how will they know the number of people they will give visa if the people have not even applied to my guess is that from the number of applicant they will have a list from the where they will know who to issue visa too.
Your case is strong. If you submit French language certificate (DELF B1/B2, TEF) and/or IELTS, your chances are more to get interview waiver. You can get CSQ within 4 to 6 months without any interview.
So, you believe that even now, after my application submission, and during my waiting-for-AOR time, if i get an IELTS or TEF, i could get an interview waiver? Or it was sth i should hid already did before my application submission?

Thanks for your prompt reply and wishes. Certainly it does but don't have surety so bit hesitant in taking risk of submitting fee. I am hoping that somebody with at least matching background will share his view/ some expert advice.
Your chance to be selected is high but you should take care of the following factors:
1.Start learning french enroll in a French language Course as soon as possible.
2. Check in your application french as Low intermediate level because if you start studying french from the day you submit your application to any BIQ it takes 6-7 months to be called for interview and till then you can reach to this level.
3. I know some people in the past were selected even without knowledge of french language but french is must today whoever is rejecting this he doesn't know anything about Quebec immigration.
4.Send along with your application the enrollment letter to BIQ in order to prove the same.
5. if you know french then you are KING KHAN
6.God is great move on
thanks for the informaiton about your payment, i also send my credit card detail but my card is not yet charged. You wait for one -two weeks more to get your AOR.
