I haven't posted here before, but thought I would give you my details to help anyone wondering about timing who is in a similar position to me. I used a lawyer and all correspondence went through them, so I don't know the exact dates, only the approximate times.
Application Submitted: Late November 2013
AOR: No idea, went straight to my lawyer
Request for additional docs (mainly tax records): Early December 2014
Docs sent in: Mid January
CSQ Received: Early March
I wasn't asked for an interview. I submitted my docs in January expecting not to hear anything for another 6 months or so, and then low and behold I just received my CSQ in the mail. So all up the process was about 16-18 months for me.

Hello!
Is WES assessment enough to prove your education level?
And is it true that IELTS isn't necessary, but French exam is obligatory?
Thanks in advance!
Rules will be effective starting April 1st, 2015, however the "intake application period" for QSW will be announced later 2015 according to BIQ, could be April, August or even December, nobody knows yet. We only know there will be 6300 caps and that's it.

WES assessment is not required for immigration Quebec. You can apply without English or French (not the smartest idea) if you have enought points for the other factors like AOT, age, etc. however if you want to get points for French you have to submit a official test with minimum B2 (principal applicant and spouse could) and if you want points for English of course IELTS (ONLY principal applicant). Good luck
