what if my experience is not continuous, i am civil engineer, i got the bachelor in 2000 and i worked as civil engineer from Jan. 2001 until Sept. 2003
i got my Master's degree in 2008, and i worked as civil engineer from Aug. 2008 until Sept. 2010
would it be more than 4 years experience?? how many points could i get?

You will need it immediately because u will have to send it together with the application to the federal.

Experience in past five is counted. so here as in the past 5 years you have 2 years and 1 month experience then you are getting 6 points out of 8.
