You dont need DELF, TEF exams to apply for CSQ.
Enroll in French A1, take the confirmation letter that you are atteding such course and put 2 on your application.
NEVER PUT 0! Thats a refusal right there.
By the time you reach your interview (provided that you will continue learnig french throughout the waiting process) you will be level A2.

uh-oh i put 0 on both spoken and reading in French! Though I really never had any certificates to show them if I check 1 or 2. Anyways, I hope I'll still be assessed. Thanks a lot for that information! BTW, I'm on A1 level now though I haven't taken any tests yet.

Hmmm, unless your education and experience are very strong like under the demand area of training then its ok, Iguess. But if I were you I would update them with your current level of French immediately.
French is very important for Quebec immigration!

I have applied for Quebec Permanent worker category on 3rd Nov. 2010. I am living in Uganda (East Africa). I just came to know that the postal Uganda (Local postal service) doesn’t deliver any mail at any physical address unless you don’t have any P.O.Box number. As I know we sent you just physical address, so I am afraid if you will send me any communication regarding acknowledgement it could go back to you without informing me.

This letter is quite well written but I think if you could send the french version of this letter you would get an Immediate reply, though it is my opinion I don't about others.

I've sent them a copy of my admission receipt together with the documents I've sent them when they sent me a notice of rejection. Thanks for the heads up! I'll try to contact them again one of these days.
