Thank you for sharing this link, I can see it's an official link from the government of Quebec. It calls my attention that according to this document to get maximum points in English a person must score at least 6.5 in Listening and 6.5 in Speaking.

to get maximum points in English a person must score at least 7.5 in Listening and 6.5 in Speaking.
There is one bad new which I want to share with you is that one
Of my friend had applied in oct 2012 got rejection from montreal
And they have send all the documents and fees back to him
He had submitted A2 and had studied 5 years from uk but he is
Basically from india
If your friend has required score then your friend should ask for administrative review.
here is a possibility given on quebec immigration website
In a case of:
Refusal: If the assessment reveals that you do not meet the selection criteria, an explanatory letter is given to you. You will then have the possibility to submit a request for an administrative review.

Its better to utilise all the chances before you quit.
