Hi, It is not mandatory but it is highly advisable. It not only shows your commitment to Quebec but also increases your application for being selected. It would take you up to four month maximum for learning basic French. And you will be rewarded 2 points for A1 level as well as 2 for your accompanying spouse. From the Paris office you will receive your first AOR in 5 months unless you are a priority applicant. So, I hope that time could be utilized very well in learning French.

My bachelor degree is from Quebec yes but I got it more than 5 years back which means they have to look into my experience now and see whether it is related to my bachelor degree or not. It yes, then I will be in the priority list.. This depends on the officer I guess ! ???
By being in the priority list, how long would it take on average to process ones file ?!

I guess you got all answers from fREsco. as he said, i have job offer in montreal and got ton's of work experience and even got Engineering bachelor and Masters in MBA. and that too my wife got the same eduction background. probably that would have allowed me to get CSQ with in short time. but for Federal these all does not matter I guess. at least Buffalo they takes their own time to process. I received a mail from Buffalo that it takes 30 weeks to open a file and enter into the database.

Give your full Detail then I will assist you for french and English language.
If you want email, then it is ok

It is not compulsory to do the french exams but it will give you an edge when u have to show your knowledge of french.So i Would advice that you do your exams before application.

That would be a very wise choice. You won't apply visa but the CSQ. Until receiving your first AOR you will have done with your A1 level of French. And well, there are TCF, TEFQ, DELF exams available that are recognized by Government of Quebec. So please check the nearest Alliance French office to find out which exams are available to take.
BTW, Stillhope is in UK so you may prefer to have a phone conversation with him. He would best guide you for that. Cheers
