I got my file number in May, 2013 and if my application is processed as per the new rule, I will loose 6 points for French Language (A2; 3+3).
Without this 6 points I have now 59 (Married with 2 children). But as per the new rule, is it mandatory to achieve B2 level for each section i.e. speaking and listening. More clearly, if I seat for TEFAQ exam with a preparation for only speaking, I might get B2 level now and it will give me 5 points and for listening I might get B1.
Is is acceptable for getting marks for that result; Speaking B2 (Will give 5 points); Listening A2/B1 (Will give 0 points). I need only 4 marks to achieve to be eligible for interview waiver.

Can you please let me know when did you send your application to Authorities and how long it took to get your file number? I am send my file in June 2013 but haven't received file number. Anyone can help?

L'évaluation préliminaire est l'évaluation sur papier qui donne lieu ou non à une mise en attente pour une entrevue de sélection.
Un très grand nombre de dossiers sont actuellement entre les mains du ministère de l'immigration et en attente d'un traitement préliminaire. Certains mêmes depuis des années.
Rien n'a été précisé pour les cas qui n'ont passé aucun test de langue car ils ont été déposés avant décembre 2011. Des milliers de dossiers sont concernés et nous attendons des précisions en ce sens que nous vous communiquerons.
this analysis by this company is really strange, as he is assuming that those whose applications have not FINISHED processing will have new rules, while by Quebec government it is said those for which pre. processing have not BEGUN YET.
There is a huge difference between both.
Finished means : either waiver was given or decision for interview was already made and they told the applicant by mail.
Begun: the process has begun and no decision made yet.
If his theory is right, then all applicants ( some from 2009 even ! ), who has not made interview yet, will have to stop dreaming of Quebec and start looking for another still open immigration door.

And yeah, let's just forget about what MICC Call Centre agents said, it seems like they're as confused as we all are.
i have given a call to MICC call centre and the guy said we don't have any tool to tell you that whether the file's primarily processing has been started or not ! but for the new rules most of the files will be effected still he was not sure ! he told me that the chances are high that ur file will be assessed under new rules but he was not sure

For the last time on February, 2013. Previously I submitted it for 3 times for which it was returned due to some error in filing the applications.
Brother I would suggest to wait for 3 months more. Generally your Draft will be encashed by this time if your file is ok. Check with the bank from which you made the draft whether it is encased.

Under new rules how much does one need to score in a particular section in Delf for gaining french points. Earlier one needed to score 16+ in a section to get points (out of 25 in each section) for that level. Is it still the same ? Any clarity on this
