I am emigrating to quebec canada with my family under the quebec skilled worker,and will land a week in montreal ,then we want to move to ottawa Ontario. Is there any legal issue by moving out of quebec to ottawa?

No issues. Once you land you'll become a permanent resident in all Canada. Pass by once you're in Ottawa :)
Just in case, give it until you receive the PR card.
