It´s not possible to assure that, you could have aot with 16 points but the visa officer may want to interview to verify original documents or to check how you can addapt to Québec. Normally you can get waived of the interview with 63 points as a couple but the officer has the freedom to call you to an interview regardless having those points.

Yeah, It's true . We need to wait for more than 4 yrs. to get CSQ alone and about additional 1 yr. for the federal process.
Do you know any Nepalese got response from MICC who submitted file around August/September 2013 other than AOR?

Not yet. CIC is now processing May 12th,13th and 14th application since during the month of May,they have received huge number of applications. Mine was received by them on July 2nd so I have to wait next month for something to hear.
