suppose I take $30000 with me and bring back the unused money and do not open an account in Canada.
is it allowed or can there be a problem later?please advise.

U can always bring back the draft, w/out depositing it in Canada. When u r entering Canada next time for a permt move, if the said draft is yet valid, do the needful [if it's over 6 months, u know what to do].
If u arrive for your 'landing' w/out the required funds, your entry may be denied, there's a regulation to that effect.
