You have met the requirements for eligibility as a sponsor. The Application for Permanent Residence (APR) for your relative will be processed separately and he/she will be contacted shortly
Does this means this is AIP? He also got an email saying he's eligible to being sponsored.
That's awesome news! So, I do believe that CIC will expedite the processing of AIP for 60 days for the Inland Applicants that are Removal Ready...that gives a lot of hope to OUT OF STATUS inland applicants...Congratulations
Obviously, right now after they approved his Stage 1, they will process for Stage 2 ( medical, criminal background checks)
He can go to panel physicians who are accredited in your area and tell them about the upfront medical procedure, provided with his application/file number and UCI number.
He also need to submit a Police Clearance from any countries he lived for within 6 months or more...
That will enable him to get his DM (decision made means Permanent Resident Approval)faster if you submitted it soon...

We're trying to apply for his OWP but the website seems to have problem. Keeps giving error. We're going to continue tomorrow. Hopefully it'll get fixed.

In the eligibility assessment, put the date of his status ahead like May 2014. It doesn't work if you are out of Status but when fill in the application form put the Out of Status date. It shouldn't be a big deal in the application since I encountered a lot of applicants who were successfully got their Open Work Permit that way through online.
The medical costs $350 here in Nova Scotia I'm not sure about in other provinces.

I don't understand, there's no option like that. I put refugee claimant because there's no out-of-status option. It gives an error when going to the next step which is upload documents. It wont load.
