Processing fees and other questions

When submitting my application for permanent residency do I need to pay processing fees for my non-accompanying dependent children? Also, when we fill out the application will we be able to use form IMM 5481 (sponsorship evaluation) or do we need to use form IMM 1283 (financial evaluation)? As stated previously my children will be listed as non-accompanying dependents and I will be the principal applicant.

Finally, can my wife sponsor my children (her step-children) for permanent residency or does an adoption need to take place first?
