Processing at Winnipeg IRCC

You can rephrase on your own and mention, Can you please mention which part of the clearance is left , Is it eligibility or security ?
What is the current approximate timeline for this office to process PR applications.Did IRCC Winnipeg start making decision for feb 2019 applications ? Increase the level of politeness

This is what i got when i enquired more about clearance section. Its pretty weird in my last gcms notes criminality was passed but they are saying pending.

Security and Criminality are pending. These checks are conducted for IRCC by outside agencies and any delays that they may incur in providing input to IRCC is something over which we have no control over.

Criminality can be checked via Police report which we have submitted. Only security is the issue. I am just wondering then how applications get approved within 40- 45 days from CIO, Sydney ?? They don't do security check for these applications !!!

Ordered GCMS notes on 4th of june got reply on 8 of August with
Criminality in Progress
Security Not Started
Eligibility Passed
Called Couple of times.
And finally got Ghost Update Today and after half an hour Got the PPR.
I wish u all get ur PPR's Soon.

I wonder if my file is being worked on or in the limbo somewhere
