I've never done it, so can't know for sure, and at this point it might be more a CBSA question than a CIC one. Try contacting CBSA and ask if goods that have already cleared customs can be brought in by somebody else. I would think so ( it's the same if UPS brings it into the country), but your mom might need some extra papers etc.
