If someone applies for a visa and received a procedural fairness letter because language requirements were not met and they gave someone time to respond. Language test was retaken and requirements were met 2 weeks later. Before they could send it in and respond, a rejection letter was sent. What type of standard of review of procedural fairness was breached?
