Principal Applicant (Inland) Dependent (Outland) during COVID-19

Since they are holding our files on the final decision for PR as our dependent are in outland on the name of COVID, can we apply for Visitor or work permit for the spouse so they can come here?

Yes. That's what most people are doing...
Although it's not guarantee that once your spouse is in Canada and you update their address to the same is yours (in order to show that they're in Canada now with you), they'll process and finalize your PR application faster...

There are people that already have done this, and after 3, 4 months of updating the address, they are still waiting for final approval...

I am not worried about when they finalize my PR. I just want my spouse to be with me. it is been more than 1.5 years and I know for some people it is been 2+ years.

no idea. but if it takes like 3-4 months than what is a point of applying.

As I know, you need to get travel approval letter from ircc for them first, so they can enter into canada. After that they can apply for their visitor visa in Canada.

We applied for Visitor visa and SOWP and the same is kept on hold too saying..Covid.. So don't waste your money.

My family and I applied for PR MPNP a year ago, we have a daughter that is out of the country. She holds a visitor visa already but they denied the student visa and the travel approval letter as well saying she will be able to come just when they finalize our PR application (because of COVID). In the meantime, it has been more than a year we have not been able to see her. Just ridiculous.

the second day after submitting documents for confirmations, i got update for successfully receiving documents.
