try direct emailing IRCC Delhi. You will need to spam IRCC Delhi for that send 2 mails daily & raise webforms very 2 days. Also Principal applicant in Canada needs to spam IRCC PR Confirmation portal email daily 2 times & he need to call IRCC contact centre everyday to be visible to IRCC for your case.
Hi, I'm dependent in cec applicant and my upfront medical will expire on April 23, 2022. I have received PPR last week as cec dependent. Should I go for a new medical or ircc will process my passport stamping without asking for new medical?
Not yet.
I was supposed to get refund for two other applications as well but got nothing.
May be I used a credit card that's expired now that is why.
I was thinking to call them.

didn't check but I don't think they would return anything. Even if they do I don't think we are eligible for any as processing fee will be deducted & biometric fee cant be reversed. so nothing is left to be return if we look at it.

I don't know about it really.
But I think that you have enough time to get passport stamped and go to canada before april 23rd. You have to wait, that's the only option i guess
I just received a request from IRCC to submit the payment receipt of the "outstanding Biometrics fee of $85". The weird thing is I gave my Biometrics on 19/Jan/2019 & the same can be seen under the "Application Information" section of my CIC(GCKey) Account. However, the "Biometrics" section on my CIC(GCKey) Account says: "December 8, 2020 Completed". It was actually my first medical that passed on December 8, 2020 & was later extended in December 2021. Do I really need to provide any payment receipt for my Biometrics or is there some sort of blunder on the IRCC's side?
P.S. I recently got a BIL for my spouse & the Biometrics was submitted on 25/Feb/2022. I even uploaded the payment receipt for the same while raising a web form in January 2022 requesting her BIL.
