Well my case is different. I got pre arrival letter the day after the interview only with the request to redo medical. So the amount of days means really nothing. Ppr arrives base on when the redo of medicals were done and immigration finished its review.
Interview was Oct 26
Medical request for redo Oct 27 the pre arrival letter was sent that day too.
We only did medical nov 16
Got ppr nov 28...
I am AINP, paper based, got pcc request two days ago and I uploaded pcc which was 5 month old, next day (today) I got pre-arrival.
Hard to believe they have immiditley accepted pcc.
I haven't been asked for MR yet even.

The pre-arrival service is useful if you have no contact or job prospects in Canada. My wife's job is waiting for her to get here. If Canada would stop making us wait. You can avail of the pre-arrival service any time, with or without the letter, as she did many months ago. So the letter means nothing. It doesn't mean your visa is coming any time soon either, unfortunately, as we got our letter Oct 25. Nothing since.
Are all applicants getting this or just from certain VOs? Our application is being processed in Mississauga for an outland USA spousal application. We just got PPR on Nov 20 but have not received this pre-arrival invitation.
I received PCC, medical, RPRF request after I received the pre arrival letter a week ago. All requests are already submitted. No health issues. What's next after this?
How many days or months does everyone wait from the date the email was received from CIC Manila to a decision made and passport request for all of you?

I searched and found another link where users got their DM in about a month or less after pre-arrival. In my case the VO is Manila and they tend to send the prearrival in advance before DM. Others still waiting. Not sure perhaps something isn't jiving in their background check?
