You can ask the photographer to send you the digital copy and you can upload it. That's the easier option, if you don't do that then yes you have to scan, crop, and ensure it's up to IRCC requirements and standards.

If you have physical copies ,scan together one photo facing up and other facing down to capture the information behind photo. Do no crop , make sure min pixel size are met and under 2 MB
