Is it possible to give the Address of a Relative or a Friend who lives Outside of Quebec for a Quebec
Selected Skilled Worker.
Example: A person is a Quebec Selected Skilled Worker and None of His Friends / Relatives in Quebec are
willing to give their Address for PR Card to be Mailed to their Residential Address; but there is
a Friend in Ontario (which is obviously outside of Quebec) willing to Provide his Residential
Address and receive the PR Card and other Govt. Documents. Is this arrangement fine and
will the Authorities accept this?
At border/airport, tell CBSA that they do not have permanent address yet and will provide address online. This is perfectly legit.
After landing they go online and provide non-Quebec address for PR cards at "some" online form. You can also fax your PR card delivery address. This is perfectly legit as well since they are officially a PR after landing and can get their PR cards delivered to ANY Canadian address.

Address Notification Link: (I am able to Access the below link with my UCI No and My D.O.B, and Last Name on my File.
After Entering my details it is asking for New Canadian Home Address, and Mailing Address to be Updated if possible.)
This link won't work for you before landing. After you finish landing formalities CBSA informs CIC about your landing and only then you can use above link for Address Change.
Please post in Permanent Residence/Settlement forum to clear your doubts on this.
