So how long should I wait...I am short of 7 months to meet my residency obligation..should I wait for 7 months or straight 2 years...also when shouldi apply for my PR card ? Also would like to mention I have sufficient HnC documents ..

I can't tell you how long you need to wait since I don't know your travel history.
You should apply for a new PR card once you meet the residency obligation. To meet the residency obligation, you need to have a minimum of 2 years of residency in Canada within the previous 5 years at the time you apply to renew your PR card.
Technically you can apply to renew your PR card now under H&C. However this is risky since you don't know that IRCC will accept your H&C reasons. If they don't, this will trigger the loss of your PR status. It's by far best to wait until you meet RO.
