My brother is in the USA, with F1 Student VISA. He's been there for the past 3~4 years. In his passport however, the country of residence is his country of origin.
Since he is in the USA with F1 and spending most of time studying there, I guess his country of residence is "USA" as far as IRCC is concerned.
