I sponsored my husband for PR 2014, he was already in Canada for 7 years on a work permit. He received his PR in July 2017. We have since divorced (May 2019), but he has recently married again. I understand I am still "responsible" for him. Does his new marriage affect this at all?

No, his new marriage doesn't affect the 3 year undertaking. If he claims welfare, you are still on the hook for it until July 2020.
