it's because the file for the ones from oct, may, aug 2024 ecopr expiry took longer. once they get P2 that is when they are added to the Virtual landing queue. I am just talking about Montreal.
I made this spreadsheet so we can see if this is REALLY what i going on with the Montreal VO. If everyone can put their expiry date of their ecopr (or date thy passed the medical) going forward so we can maybe get a better idea of what we can expect!

This is awesome. Thanks a lot! I received my P2 on March 6 if you wanna include that info there. Also, my medical was passed on January 13, 2024. So, the eCoPR expiry must be January 13, 2025. I have a feeling that people with January 2025 eCoPR expiry will start getting eCoPRs from tomorrow.
Got eCoPR on 13th of February, and still waiting for the PR card (status photo still in review).
It has been more than the processing times announced by IRCC now (47 days).

Great idea, man! I've been trying to add my information, but it seems that I'm not authorized to make any changes. I received my P2 on February 26, and the expiration date of my CoPR is Jan 8, 2025.
