Thank you!! I did sent Etobicoke one email and Montreal two, I will never know if that helped me or not. I was in touch with my MP and on Friday they finally decided to follow up with IRCC. On Tuesday they told me IRCC was facing delays and that I was on the virtual landing queue…but that it could take a while and IRCC wasn’t allowing them to request urgency.
Today, two days later - on a coincidence or not - I got my eCOPR.
On your “congratulations” email there is a whole explanation about the eCOPR and tells you to check for errors and how to get them amended. Take a look at it.

Congrats! You got portal 1 ( asking for some info) on 21 Sep and portal 2 ( submitted photo) on 22 Sep?? Also, when did you complete all the tasks in the tracker?

It means that they don't talk between departments. I extended my work permit on Sep. 30th via flagpole, because it was expiring. I asked the officer (in person!) to consider my PR application and kindly expedite the process, as I am in the final stage of the process, COPR number defined...; instead, he just renewed my permit and asked me to wait for the PR in parallel. Hopefully, tomorrow will be a great day for many of us.
