I think, once someone has valid work permit, valid visa and living closer to Peace Bridge, Queenston-Lewiston Bridge and Rainbow Bridge can try flagpoling. It is mentioned in the official website. It is for persons who
currently reside in Canada
possess a valid work or study permit, or hold temporary residence status, and
travelled to the USA for the sole purpose of presenting their permit application at a Canadian port of entry
We need passport, work permit, PR approval letter, visa and proof of funds with us. I know for work permits, once we have online application, they will check and issue work permit at the border and they will stop online process. But I have not seen such examples for permanent residence.
As per the website, this is only allowed Tuesday, Wednesday and Thursday from 8 am to midnight. Also, If it is very busy at the border, they will allow into Canada without processing. Currently it does not show they are busy (https://www.cbsa-asfc.gc.ca/bwt-taf/menu-eng.html ).
I keep googling timelines from photo & address submission to ECOPR, it seems like until a few months ago it would literally take one or two days... It's just so profoundly sad, that even after an application is approved, they still make you wait this long... It's nuts.

Right, we already have the approval letter from portal 1 email.
If still not receiving eCopr in next few weeks, I’ll seriously consider to fly to Niagara to do a flagpoling, cheapest round trip ticket is only ~200 dollar (from Edmonton). And save myself from the extreme anxieties of waiting

Called IRCC they just say it will be available soon, and they cannot comment on timeline. My application is at Sydney office.
No i believe you, it makes sense, because no one is getting eCOPR for more than 2 weeks, hopefully they accelerate the process, because its just a paper that can be autogenerated, but means a lot for us.
