I am in the same boat, photos for me and family members are "in review". I was able though to find and link PR card applications in GC Key by family name and date of birth. They mark as "submitted", on the same date as my eCoPR. Were you able to link yours to GC Key? Do you see any updates there?
In your GC Key account, there is a button to link a new application, after that, you need to choose the type of application, and the method to identify it. In my case, I took my family name and date of birth and made sure you input information exactly as it's in eCoPR documents, case sensitive. If an application was created for you - the system should find it. It will say to you that there's a matching application found, and you need to confirm that you want to link it. That's it.

thanks, I had tried earlier with UCI and application number but it always gave an error msg. With family name and dob it has worked. The status for PR card application though is submitted, no progress it seems
The reason the dependent cannot travel, despite having a valid visa and e-COPR, is that the landing procedure for the primary applicant has not been finalized.
Dependent may travel by using another type of pre-approved visa. i.e. Visitor

I need eCOPR to submit to my university by 19 Jan 2024 to change my status to domestic student and I explained that by sending email to Montreal office email plus to all offices email and got only reply from Etobicoke that this is not assigned office to your application. I send them several webform as well to explain my situation and call them several time but agent said they cannot send message to office and have to wait in queue. MP office also reach to IRCC but same reply cannot count this as emergency.
Any suggestions that you think I can try to get my eCOPR before 19 Jan? Will appreciate your replies.

My dependent travelled out of Canada after P1. Do I need to change the response of my dependent's presence in Canada for P2? Shall I wait for the eCOPR to initiate the PRTD process? Please advise.

Today I called IRCC. She told me that my PVO - Ottawa and SVO - Etobicoke. I received my P1 from Montreal. how do we know which VO is processing my PR?
