After sending emails on the IDs, I received following auto generated email.

Everything green (completed) on the PR Tracker Portal and COPR number generated on 27 December 2023.
I haven't received Portal 1 yet, should I contact IRCC or is it too early for that..
It took me 5 months from AOR until I received P1. But others may be faster. So, it looks like you are still fine. You can always contact them just to check if they sent you something that you have not received in your email.
Is it an EE application or paper? I may not be sure if it's already outside the normal processing timeline in case it's paper application, but definitely too long for EE... but I feel you

I got P1 on Nov 27 from Montreal VO and received P2 on Dec 29 (VO name not mentioned) after sending P1 reply to other VOs individually. Some of us did that as well, and they were successful. Have you tried that? You can back-read about it.
