I had similar situation, I responded to their second email and got the PR portal link in few hours after that.
But I had a two step process, as per first email, I also had send a package for my family since they were outside Canada but I didn’t send any package for myself because I was in Canada.

hi, my husband is inland and he received his login details within 4 days of confirmation mail (this was on 8th feb). he even got his copr on mail, no pr card yet though. i'm in india, and i still haven't received my login details. any idea what's going on?

Sure, we can keep each other updated when we get any response. I don't think they have any specific line. You can use the same IRCC customer care number.
