The second email you got on the same day ? or later . And the same person sent the email who signed your eCOPR ?
I only received first email and downloaded the eCOPR.
I received the second one 5 minutes from the first one. Both the emails came on the same day when I received my eCoPR! Yes, there was the officer's initials and badge # in the second email who signed my eCoPR.

In 2022, I submitted a Work Permit extension application twice.
The first submission was with my old passport, which was set to expire in five months. After receiving my new passport, I submitted a second application. IRCC approved the new application and refunded the fee for the initial one.
At the time, I didn’t submit a web form because IRCC was not processing them then.
I guess my office was kind enough to issue a refund.
BTW, I'm yet to receive any sorts of update with my BOWP which I applied on July 24.
That was based on temporary permit applications knowing that you don't have a simultaneous PR application going on. The problem with BOWP is they know you're just waiting for your PR confirmation (especially ones waiting after P2), so, they just don't wanna lose out on extra pocket money!
Don't stress over it too much! We can't control what's bound to happen but what we can control is our composure! Everything will et sorted in due time!

I just called the IRCC number around 2 PM and selected the option for PR. As the application was approved so it directly went to support team.
You have to wait 20 mins or you can request for a call back if you have Canadian number. I opted the option for Call back and they called me back after 20 mins.
May be now this is not same . We got only one email.

I received my eCopr on Feb 6, the tracker still shows 'in review with IRCC' and I still have not received the second email coming from the CIC agent. Does it usually take this long? I also linked the PR card application to my GCKey but still shows pending. Thank you!
Thank you for sharing your timelines, I have been seeing all the posts from last one month and it helped me to wait 3 months almost for the COPR. Good luck!!
