I honestly have no idea what the Final Decision portion is. It looks like it's where they will write "status approved" or something along those lines...

To check the dispatch of PR card after P2, link your PR card application in IRCC(GC Key) account.

There will be two GUs. The second Ghost Update will change the status of your PR Card application to approved and you will see the date when they sent you the PR card.
