In the gckey account, it said "Submitted". I've never gotten an update that they mailed it.

Nope, I got the mailed PR card over 1 month ago and the portal still says address and photo in review lol. Your IRCC account or GCKey is more accurate.

ECOPR MAY 23 no Update on PR Card, have created a PR Card application on GC Key no update in account as well. On PR Portal address is accepted but photo still in review anyone in same boat? My PR Card office is Sydney. Any one from Sydney can share there timelines?
 
I got ECOPR on January 17th, No PR card yet. It has been 5 months. I am contacting IRCC through all available channels - Web form, Calling them on phone, and also through MP. No proper response yet from IRCC.
GCKey account Status shows always Submitted.
