PR card renewal - outside of Canada

Can a PR card be renewed while you're physically outside but have met RO? I read online that it can't be renewed while you're outside because IRCC won't mail the card overseas. But can you not list your Canadian address to have the PR card sent to?

When you renew it you’re declaring you’re PHYSICALLY in Canada . To do otherwise is misrepresentation

Eligibility
To be eligible for a PR card, you need to:

• be a permanent resident, and
• submit your application in Canada.
