Yes, you can send photo from outside. Ensure that your lips (or there lips) are closed, and the photo meet specifications.
My photo was rejected just because of my lips were slightly open
I have been calling CIC today and I was told that they require new photos. I haven't yet received the paper mail request from them but the agent sent me the email that refers to the photo spec and IMM 5455 form.
The question to those who received the request in mail:
Were you required to send anything else apart from the photos and 5455 from?
Also 5455 form contains Client ID field with the note "For official use only". There is no other field for client or file ID in the form.
Anybody filled in that field? Otherwise how CIC would identify that the photos correspond to my application.
I had sent new photos in 1st week of Feb. however when i called yesterday, they informed they have issued another notice on Mar 5th again.. And they dont have any information about the previous photo that was sent.... Not sure whats happening. Last time i sent the photo in regular mail, hence cannot track... I know one more person who is in same situation...
I am sending form5455, copr copy and this time by express mail.

I have had a friend of mine re-submit his photo thrice so far. There seems to be a big problem recently with the photos. Never had this before. Hoping its resoleved soon.
Try calling them. Only when I did call after 7 weeks did I find out they didn't have my address on file. Got the card 2 weeks later. I did not have to submit new photos.

can't give advise on timing for rejected pictures, however it typically takes ottawa 1-4 weeks to return a passport. since it's only been 1 week, it shouldn't be assumed anything is wrong with your picture submission. if you don't receive your COPR after 4 weeks, then you'll want to inquire with IRCC.

Thank you. I truly appreciate your reply. The issue is that I have hired an agent and they don't give login information to check. So I rely on them to notify me. Is it possible that the pics are rejected again and I am waiting here in an anticipation and they are waiting there too to receive new pics? so many negative thoughts are running in my head right now.

there's no reason to assume your pictures are going to be rejected. again it takes anywhere from 1-4 weeks to receive your passport back. again, if you haven't heard anything after 4 weeks, then contact your rep or IRCC.
