Hi everyone,
I got my PR through CEC draw and got my E-COPR. Since then i haven't received my PR card, its been more than 1 year.
in the client portal my passport picture says still in review.
I have tried to mail them using online forum and no reply yet.
And for some reason the calls wont connect. it just disconnects when u enter the option to "talk to a representative".
The office processing my application is (ETOBICOKE, TORONTO).
Would like some advise on what to do next or how to get in touch with IRCC representative.
is someone else in similar situation ?

Check discussion in this section of the forum. Many ppl have done it.
You can email/tweet/call your MP. It depends on what your MP checks most frequently.
You can tell your MP about your PR card process time and he/she can help to check the status of it.
Call the consitutency office (the local one, not on parliament hill). Brief description and ask for help, please will they call you back. (I think all use machines now)
They'll make you sign a form allowing them to inquire. It will be one of the MP's office staff of course. Also write up a BRIEF (bullet points better) description of what the situation is and why you are asking for help.
If you NEED to provide more background information, separate sheet of paper with dates and timeline. Again, bullet points.
