Update to my time line above. I received AOR email on Oct 21, 2021. ECAS now (Oct 22, 2021) also lists my PR card application with status 'DECISION MADE':

Hello My current status is Decision Made and the details are as below. I still did not get an update and it has been 5 weeks now. What is the normal time in the current situation to know the decision details?

pls advise. My cousin had PR in 2007. They left Canada and never came back. He was a minor at that time. He came to Canada on study permit and after completing studies in 2021, he applied for pgwp which he got approved. He then applied for renewal of PR card and few days back, he got an update “decision made”. What does it mean?It means his PR card is renewed? @scylla
It seems there is no logic/consistency to the timeline. My app arrived August 16, AOR Nov 24 - "in processing." Some have been waiting longer, some have gotten cards in a much short timeline. It really seems to be luck of the draw.
You need to get this document outside of the country - you cannot apply for it within Canada before you go. The process takes about 2 weeks and you need to go to the office within the country you are staying - and many offices are not even open right now (Covid). The trip was not long enough to apply for and then pick up the document, and the office was a 22 hour drive from where he was staying. I really think they should provide a temporary document (like they do for an OHIP card and Driver's License) until you receive your new card. This process is really not effective.
Anyone who landed in December-2021 got their first PR card? Is there any place in IRCC website where you can track first PR card. This is for a outland PR who landed in December 2021.
Renewal. I travel internationally a ton and am out of Canada for lots of small and large blocks of time, however, and this happens every time I renew so I'm sure they just slide it from desk to desk saying "you count the days!" "no, you count the days!" ... particularly slow this time around, however, I'm sure due to Covid.
