@Bentham. It sounds like you were really unlucky with this in so far as you must have just got caught in process when things shut down. Have you tried to call or send a message through the web form?
Sure, I did the first web-form was just ignored. The second was generic saying because of the covid everything is longer. Contacted the MP. The last time when they lost my son's application and pretended they did not have it, the suddenly found it after MP's request.

I sent my application in the first week of March, so far I didn’t even receive the confirmation email. I called there last week and they said they were processing February 10th. I’d be happy only in receiving the email for now.
I'd sent a ATIP note request to see if the card actually shipped out. If it has, then it's definitely lost in mail. I am afraid, even it's lost in mail, you might have to apply again? I could be wrong, keep checking and calling IRCC.
